What Is Fall Protection Testing? And Why UK Law Requires It

Fall protection kit is unusual in that it does nothing at all until the worst moment, and then everything depends on it. That is the reason the law treats it differently from most equipment. Here is what fall protection testing actually is, what it covers, and the specific regulations that make it a legal duty rather than good practice.

What Is Fall Protection Testing?

Fall protection testing is the formal examination of equipment used to stop or restrain a fall from height. A competent person checks harnesses, lanyards, connectors and anchor devices for damage, wear and deterioration, and confirms they are safe to keep using. Installed anchor systems may also be physically tested rather than only inspected.

 

The purpose is straightforward: to catch the fault before the fall does. We carry out WAHR examinations across Berkshire and the surrounding counties, and this is the category where a missed defect has the least margin for error.

 


What Fall Protection Testing Covers

The scope is wider than the harness most people picture. A full programme takes in:

  • Full body harnesses

  • Lanyards, including shock absorbing and adjustable types

  • Fall arrest blocks and retractable type fall arresters

  • Connectors, karabiners and scaffold hooks

  • Anchor devices, eyebolts and installed anchor points

  • Horizontal and vertical lifelines

  • Rescue and controlled descent equipment

 

Anchor points are the ones most often forgotten, usually because they are part of the building rather than something that lives in a store cupboard. In our experience, a business will have immaculate harness records and no idea when the eyebolts on the roof were last looked at.

 

Testing and Inspection Are Not the Same Thing

The word "testing" gets used loosely here, and the distinction matters in practice.

 

Personal equipment such as harnesses and lanyards is inspected, not load tested. You never apply a proof load to a harness, because doing so would damage the very webbing you are relying on. The examination is visual and tactile, working through the webbing, stitching, buckles and connectors by hand.

 

Installed anchor devices are different. Under BS 7883, the standard covering anchor systems designed to BS EN 795, fixed anchors and eyebolts can require physical testing as well as inspection, and are commonly recertified on an annual cycle. So a single site may need both approaches, which is why "testing" and "inspection" often appear together on the same report.

 

Why Fall Protection Testing Is Legally Required in the UK

There is no single regulation titled "fall protection testing". The duty is built from several overlapping pieces of law, which is partly why businesses miss it.

 

The Work at Height Regulations 2005

These are the backbone. They require that equipment used for work at height is inspected where its safety depends on how it is installed, and at suitable intervals where it is exposed to conditions causing deterioration that could result in danger. Equipment must also be re-inspected after exceptional circumstances, such as a fall, a severe impact or exposure to chemicals.

 

The regulations sit within a wider duty to plan work at height properly and work down the hierarchy of avoiding, preventing and minimising falls. The HSE's brief guide to the regulations sets out that framework.

 

The PPE at Work Regulations 1992

Harnesses and lanyards are personal protective equipment, so a second set of duties applies. Employers must ensure PPE is maintained in efficient working order and good repair, and replaced when it is no longer fit for use.

 

That duty runs alongside the Work at Height Regulations rather than instead of them, and both sit under the general obligations of the Health and Safety at Work etc. Act 1974.

 

The Standards Behind the Regulations

The law says equipment must be inspected but does not spell out every detail, so the standards fill the gap. BS EN 365 covers periodic examination of personal fall protection equipment, BS 8437 the selection, use and maintenance of it, and BS 7883 the anchor devices it attaches to.

 

Manufacturer instructions carry weight too. Where a manufacturer specifies a shorter interval or a particular procedure, following it is part of using the equipment properly.

 

How Often, and Who Can Do It

Intervals depend on the equipment and how hard it works, with pre-use checks by the wearer sitting on top of formal recorded inspections. We cover the timings in detail in our guide to how often fall protection equipment should be inspected.

 

The formal examinations must be done by a competent person with genuine experience of the specific equipment, and certain items go back to the manufacturer for re-certification. The Records Are Part of the Legal Duty

This is the part businesses treat as admin and regulators treat as evidence. Detailed inspections must be recorded, and the record needs to identify the equipment, the date, who carried out the inspection, and anything found that affects safety.

 

Traceability matters as much as the inspection itself. Each item should carry a unique identifier so its history can be followed from first use to withdrawal, which is difficult to reconstruct later if nobody set it up at the start. Fall protection testing is the formal examination of the equipment standing between a worker and a fall, covering personal kit that is inspected and installed anchor systems that may also be physically tested.

 

It is legally required because the Work at Height Regulations 2005 and the PPE at Work Regulations 1992 both demand it, with British Standards and manufacturer instructions setting out how.
